David has been involved in exploring and promoting the use of Information Communications Technology for rural development since 1997 when he devised the Community Commerce and Knowledge Network (ComKnet?) as a pilot project for the Harborough District of the East Midlands in the UK.

ComKnet? was followed by the Harborough Community Learning Network ( http://www.hcln.net) which was intended to established a rural community learning network supported by ICT and community media.

David has also pioneered the use of virtual classroom technology and community radio as a means of engaging local people in sustainable development.
